A British funeral director is facing a lengthy prison sentence after admitting dozens of offences linked to one of the United Kingdom’s (UK) most disturbing funeral industry scandals, in which 31 bodies were left uncremated while grieving families were given ashes that did not belong to their loved ones.

Robert Bush, 48, appeared before Hull Crown Court on Monday for the start of a five-day sentencing hearing after pleading guilty to 67 criminal offences committed over a 12-year period. The offences affected hundreds of bereaved families and have reignited calls for stricter regulation of the UK’s funeral sector.

Opening the hearing, prosecutor Chris Paxton told the court that police officers who searched Bush’s business, Legacy Independent Funeral Directors in Hull, discovered 31 bodies in refrigerated storage that should have been cremated months earlier.

Among the remains was that of a stillborn baby who had reportedly been left at the premises for almost two years. Officers also recovered more than 100 sets of ashes during the investigation.

“There were bodies stored on the racks on both sides of the room,” Paxton told the court.

“The vast majority were uncovered and in varying states of decomposition.”

Police launched the investigation in March 2024 after receiving information raising concerns about the handling of deceased persons at the funeral home.

Bush admitted offences including preventing lawful and decent burial, theft and fraud. Four of the fraud charges relate to falsely presenting ashes to women as those of their unborn children.

One of the victims, Jasmine Beverley, said she had believed her stillborn son, Sunny, who died in May 2022, had been cremated after the funeral service.

Instead, investigators later found the child’s remains inside a brown envelope on the floor of the funeral premises.

“It was a shock to learn what had actually been going on behind the closed doors,” she said.

“I discovered that he was still in there almost two years after we’d had the funeral.”

Beverley and several other affected families are now campaigning for stronger government oversight of funeral directors, saying the scandal exposed major shortcomings in the industry’s regulation.

Prosecutors said Bush had earned the trust of grieving families but betrayed that confidence on an “almost industrial scale.”

The sentencing hearing will hear victim impact statements from more than 100 people before the court delivers its judgment.
