UNILAG withdraws controversial sexual harassment advisory after backlash over victim-blaming concerns

University says controversial guidance did not reflect its values and reaffirms zero tolerance for sexual harassment.

The University of Lagos (UNILAG) has withdrawn a controversial sexual harassment advisory issued by its Student Affairs Division after widespread public criticism that the guidance appeared to place the responsibility for preventing sexual harassment on female students rather than perpetrators.

The university announced the withdrawal in a statement issued on Monday by the Head of its Communication Unit, Adejoke Alaga-Ibraheem, acknowledging that the advisory originated from the Student Affairs Division but stressing that it did not reflect the institution’s values, policies or standards.

The controversy erupted after images of a roll-up banner titled “Counselling Tips for Ladies to Avoid Sexual Harassment/Rape“ circulated widely on social media.

The banner contained several directives aimed at female students, including “Do not dress to kill,” “Your dress is your address,” “Do not shake hands anyhow with any man,” and “Do not mingle carelessly with men.”

It also advised women not to stay alone with men in secluded places, accept frequent gifts, seek unnecessary favours, consume intoxicants or view pornographic content. Other messages encouraged students to be cautious when served drinks and to “learn to say no.”

The advisory drew criticism from many Nigerians who argued that it placed the burden of preventing sexual harassment on potential victims instead of perpetrators.

In response, UNILAG reaffirmed its zero-tolerance stance on sexual harassment.

“The University of Lagos wishes to state unequivocally, and for the record, that we do not tolerate rape or sexual harassment in any form, nor do we validate, engage in, or support victim-blaming or shaming,” the statement said.

The university also stressed that sexual harassment can affect anyone, regardless of gender, and encouraged students to report incidents through its confidential reporting channels for investigation and support.

It reiterated its commitment to maintaining a safe, respectful, equitable and inclusive environment for students and staff.

The incident has renewed discussions about how tertiary institutions communicate safety guidance while ensuring responsibility for sexual harassment remains firmly on perpetrators.
