Reps to question Accountant-General as probe into alleged fake agency, N1.32bn budget deepens

House panel investigates how the purported Presidential Foreign Investment Promotion Council secured office space and entered the 2026 federal budget despite lacking legal recognition.

The House of Representatives ad hoc committee investigating the operations of the Presidential Foreign Investment Promotion Council (PFIPC) is expected to question the Accountant-General of the Federation, Mr. Shamseldeen Ogunjimi, today over the agency’s inclusion in the 2026 federal budget despite government claims that it has no legal status.

The committee, chaired by Yusuf Gagdi, is investigating how the organisation allegedly secured office accommodation within the Federal Secretariat Complex in Abuja and received a budgetary allocation of more than N1.32 billion.

Lawmakers are expected to ask the Accountant-General to explain how the PFIPC obtained a government budget code and the financial procedures that enabled its inclusion in the national budget.

The investigation has already featured testimonies from the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, Director of Banking Services at the Central Bank of Nigeria, Abdullahi Hamisu, and Director-General of the Budget Office, Mr. Tanimu Yakubu.

The committee says the witnesses highlighted administrative processes that allowed the agency to obtain official documentation despite questions over its legitimacy.

The investigation intensified following the arrest of Mr. Adeyemi Adeniyi, who allegedly claimed to be the Director-General of the PFIPC.

Adeniyi reportedly alleged that he paid N400 million through an intermediary to the Chief of Staff to the President, Mr. Femi Gbajabiamila, to secure the appointment.

The Presidency and Gbajabiamila have strongly denied the allegation, describing Adeniyi as an impostor and insisting that the PFIPC is not a legally established government agency.

The committee is expected to determine whether administrative failures, institutional negligence or deliberate misconduct enabled the organisation to operate within the federal bureaucracy.

Several senior government officials, including the Secretary to the Government of the Federation, the Inspector-General of Police, the Minister of Foreign Affairs, the Minister of Finance and the Attorney-General of the Federation, are also expected to appear before the panel as the investigation continues.

Lawmakers say the probe is intended to strengthen transparency, improve accountability and safeguard public funds by identifying weaknesses within government systems.
